Background and Discussion: None
Onsite Wastewater Treatment Systems (OWTS), commonly known as a septic system, treat wastewater directly on an individual's property. These systems are typically installed in areas not served by a central wastewater utility. In Arapahoe County, the installation, repair, and use of OWTS are regulated by the Arapahoe County Public Health (ACPH). Specifically, the Health Protection and Response Division's (HPR) Water Quality Program manages these systems under the Arapahoe County Onsite Wastewater Regulation (OWTS Regulations), using the authority provided by the Onsite Wastewater Treatment System Act, 25-10-101, et seq. C.R.S. The Water Quality Program staff are responsible for permitting and enforcing regulations related to OWTS within ACPH's jurisdiction. The Board of Health plays a vital role in several areas of the enforcement process. With the combined efforts of the Water Quality Program staff, the ACPH Executive Leadership team, and the Board of Health, enforcement actions can be implemented when necessary to protect public health and the environment.[SC1][JL2][SC3]
