Background and Discussion: The Board of Health provides administrative, policy, and financial oversight of Arapahoe County Public Health. Financial oversight includes: approves the annual budget ensuring funds are expended for public health purposes; provides for and assess fees to offset the total cost of services, where applicable; accepts, uses, disburses, and administers all Federal, State, and local aid or other property and services or money allotted to an agency for public health functions; authorizes the Public Health Director to establish standards and procedures, which may be necessary for implementation of policies. The purpose of this policy is to establish a financial plan for sustaining core public health services and to protect against reducing services during time of temporary revenue shortfalls.
Fiscal Impact: ACPH is recommending a minimum fund balance of 34%, approximately four months of operating expenses. Currently, that would equate to approximately $6 million. This policy establishes that ACPH will work toward obtaining a minimum of 34% operating expenses.
Alternatives: Board of Health may direct staff to revise the recommended amount, categories, or establish a set timeline.
Staff Recommendation: Staff recommend support of fund balance policy of working toward obtaining 34% operating expenses, recognizing it will take several years to obtain that balance. The policy will be signed by the Public Health Director if supported by BOH.
