Alignment with Strategic Plan: Good Governance - Plan for future service, infrastructure, and fiscal needs.

Background and Discussion: In March 2026, the Board approved a purchasing waiver for AtkinsRéalis to provide interim director services to support the public works and development department during a leadership transition. The Board also leveraged an existing strategic planning contract with the Otowi Group to lead an evaluation of department structures, reporting relationships, and administrative oversight for the Facilities and Fleet Management (FFM) and the Public Works and Development (PWD) departments.

To support the proposed implementation strategy, staff are seeking to extend the existing contractual relationship with both vendors, which require additional purchase waivers per county policy. The AtkinsRéalis contract was initially $140,000; the proposed scope of services would increase the contract by approximately $12,550. The County solicited competitive quotes for strategic planning, facilitation, and consultative services, selecting the Otowi Group in 2025; this additional scope of services will increase their contract by approximately $183,000, requiring Board of County Commissioner approval.

Alternatives: The Board could decline additional consulting support, relying on internal staff, or solicit alternative vendors. Both alternatives would result in postponing current programmatic priorities or delay implementation activities.
