Purpose and Request:

recommended action

Arapahoe County Sheriff’s Office (ACSO) requests that the Board of County Commissioners allow the ACSO Public Safety Bureau and Support Services Bureau to apply for the Bureau of Justice Assistance, BJA FY 2024 Byrne Discretionary Community Project Grant.  If awarded, the ACSO requests authorization to accept the grant and requests that the Board of County Commissioners authorize the Sheriff to sign the award and to assign fixed asset numbers to two pieces of equipment purchased with grant funds.

Background and Discussion: The ACSO wishes to apply for a grant funded by the U.S. Department of Justice to provide funding for the K9 Unit Kennel Project. By building kennels at the SACF we will be able to safely house K9s at a location where they can be cared for in place of the current kennel arrangements at Alameda East Veterinary Hospital. The kennel will cost up to $108,000 and will be considered a fixed asset.  The Sheriff’s Office also wishes to apply for this same grant to purchase a Ti Training Simulator to use for POST Academy and In-Service training. The simulator places deputies in scenarios through controlled environment and intended to improve their response and critical thinking in real life situations.  The simulator and accessories are approximately $59,000.

Fiscal Impact: The grant will contribute $108,000 for the K9 Unit Kennel Project and $59,000 for the training simulator. The additional costs include a concrete pad, electrical connection, and plumbing connection.  In total these will cost no more than $40,000 and will be paid for internally by the Sheriff’s Office.  There is currently no additional cost associated with the simulator which only requires an open space to set up and use.

Alternatives: The alternative is not to accept the grant and continue to house K9s at Alameda East Veterinary Hospital at their daily rate.  Not accepting the grant for the simulator would eliminate opportunity for critical thinking training needed for deputies.

Alignment with Strategic Plan:

                     ☒Be fiscally sustainable

                     ☐Provide essential and mandated service

                     ☐Be community focused

Staff Recommendation: The Sheriff’s Office Public Safety and Administration Bureaus recommend applying for this grant.

Concurrence: The Sheriff’s Office Administration and Public Safety Bureau are in concurrence with this decision.
