Purpose and Request:

recommended action

The Arapahoe County 911 Authority recently moved their Backup Communications Center to the Arapahoe County Administrative Building.  Subsequently every public safety answering point (PSAP) is required to sign an IGA for use of the center. Request the Board of County Commissioners to approve the IGA and to authorize the chair to sign it on behalf of the Sheriff’s Office. The BOCC previously approved this to go to consent from the drop-in held on April 8, 2024.

Background and Discussion: In 2023 the Arapahoe County 911 Authority entered into an agreement with the Arapahoe County Board of County Commissioners to lease space at the county administrative building, 5334 S. Prince Street, as a Backup Communications Center. The Backup Communications Center is operated by the Authority for the purpose of providing a backup center or for training to agencies within Arapahoe County should their PSAP be non-operational.  The Backup Communications Center was completed in February 2024 and all PSAP’s within Arapahoe County wishing to use the facility are required to sign new IGA.

Alternatives: The Arapahoe County Sheriff’s Office provides a PSAP for unincorporated Arapahoe County, Cities of Centennial, Sheridan, Cherry Hills, Columbine Valley, as well as for the Towns of Fox Field, Bennett, and Deer Trail.  In the event of an emergency or system failure, the Sheriff’s Office PSAP will need ability to relocate and continue services for the safety of the community and first responders.  Usage of the Arapahoe County 911 Authority Backup Communications Center is therefore critical for community safety.  Not signing the agreement would severely limit the Sheriff’s Office PSAP from providing critical services to the community as required, in event of emergency or other unforeseen circumstance.

Fiscal Impact: None

Alignment with Strategic Plan:

                     Be fiscally sustainable

                     Provide essential and mandated service

                     Be community focused

Concurrence: The Administrative Staff  of the Arapahoe County Sheriff’s Office are in concurrence with this request.
