Purpose and Request:

Adoption of a resolution to approve the application for a renewal of the local Retail Marijuana Store License filed by Colorado Compassionate Care Givers Inc. dba Rocky Mountain High located at 3431 South Federal Boulevard, Unit A, Englewood, CO 80110, pursuant to the Arapahoe County Commercial Marijuana Store Licensing Policy (the “Policy”), to be valid from April 29, 2026 through April 28, 2027, and authorizing the Chair of the Board of County Commissioners to sign the local license. The Department of Revenue requires the local jurisdiction to grant a renewal license prior to the State of Colorado issuing its renewed State Retail Marijuana Store License.

Background and Discussion: On May 9, 2023, pursuant to the Policy, the BOCC approved and issued a Retail Marijuana Store License for Colorado Compassionate Care Givers Inc. dba Rocky Mountain High located at 3431 South Federal Boulevard, Unit G, Englewood, CO 80110.  The license was previously renewed annually with the most recent renewal on June 24, 2025, with an expiration date through April 28, 2026.

 

In anticipation of the renewal of the Retail Marijuana Store License, on February 10, 2026, the Arapahoe County Sheriff’s Office confirmed that they have no material issues or concerns regarding the application.  On April 21, 2026, the Arapahoe County Department of Public Works and Development confirmed that they have no objection or concerns regarding the application. 

 

On April 14, 2026, pursuant to the Policy, Colorado Compassionate Care Givers Inc. dba Rocky Mountain High filed with the County an application for a renewal of the Retail Marijuana Store License for the premises located at 3431 South Federal Boulevard, Unit A, Englewood, CO 80110.

 

Prior to submission of this application, as provided in the Policy, Colorado Compassionate Care Givers Inc. dba Rocky Mountain High also applied to the State of Colorado, Department of Revenue, for a renewal of the Retail Marijuana Store License to operate a Retail marijuana store at the address.  The State of Colorado, Department of Revenue (the “Department”) requires a renewal application to be submitted by the applicant every two (2) years, unless otherwise directed by the Department.

 

The County received and reviewed the State application for a renewal of the Retail Marijuana Store License filed by Colorado Compassionate Care Givers Inc. dba Rocky Mountain High for the premises located at 3431 South Federal Boulevard, Unit A, Englewood, CO 80110.

 

The Retail Marijuana Store License shall be valid only if the renewal is approved by the State Licensing Authority.

 

The application for a renewal of the Retail Marijuana Store License for Colorado Compassionate Care Givers Inc. dba Rocky Mountain High located at 3431 South Federal Boulevard, Unit A, Englewood, CO 80110 is in compliance with the requirements of the Policy and the Land Development Code. All fees for the application have been paid.

 

Pursuant to the Policy, renewal and issuance of the Retail Marijuana Store License for Colorado Compassionate Care Givers Inc. dba Rocky Mountain High is being placed on the BOCC consent agenda for approval.

 

Alternatives: The Board may deny the application for a renewal of the Retail Marijuana Store License for this property upon a finding that the proposed application does not comply with a particular requirement of the Policy or Section 3-3.5 of the Land Development Code. 

 

Fiscal Impact: Licensing fees will provide revenue to the County to cover the cost of licensing. Otherwise, there is no fiscal impact.

Concurrence: The Arapahoe County Department of Public Works and Development, and the Arapahoe County Sheriff’s Office have no objection to the application for a renewal of the Retail Marijuana Store License and issuance of the license.
