Purpose and Request:

The Transportation Division will present the Draft Comprehensive Safety Action Plan to the BOCC.  This presentation will provide an opportunity for the Board to provide feedback on the Plan before voting on whether to formally adopt it, which is tentatively scheduled for the May 12, 2026, Business Meeting.

Alignment with Strategic Plan: Sustainable Growth and Infrastructure - Prioritize capital improvement projects (CIP) including deferred maintenance.                       

 

Background and Discussion: Transportation Division Staff have previously discussed the Comprehensive Safety Action Plan (CSAP) project in detail with the BOCC on November 24, 2025, and March 3, 2026.  Staff have also mentioned the CSAP at Study Sessions on January 27, 2026, and April 21, 2026, in the broader context of the pursuit of specific safety grants.  For this Study Session, Staff will present the draft Plan and review the recommended projects, action items, and timeline to implement the plan. The Board will then have the opportunity to consider the plan for formal adoption on May 12, 2026.

 

Alternatives: This is an informational update.

 

Fiscal Impact: The CSAP contains recommendations for capital projects which will have future one-time costs as well as ongoing maintenance costs, and for policy and procedure changes which will have an ongoing operational cost.  These future costs for individual activities and capital projects are summarized in the Plan and average out to about $2.5 million per year over the next 15 years.  This funding could come from various sources, such as future County budgets, DRCOG Regional Transportation Improvement Program (TIP) funding, Highway Safety Improvement Program, and other state and federal grants.  Historically, the Transportation Division has relied on state and federal funds, and partnerships with neighboring local jurisdictions, to leverage County dollars to pay for Transportation projects.

 

Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan.

 

Staff Recommendation: Staff recommends that the Board provide staff with feedback on the Plan to ensure that the Plan reflects the Board’s priorities.
