Purpose and Request:
recommended action
Request that the Board of County Commissioners authorize the Chair of the Board and the Sheriff to sign the updated Intergovernmental Agreement (IGA) to provide deputy sheriffs to the Littleton Public School District (LPS) to act as School Resource Officers (SROs).

Background and Discussion: The Arapahoe County Sheriff's Office School Resource Officer Unit works closely with LPS and assigns School Resource Officers to handle criminal complaints, conduct follow up investigations and enforce traffic laws within schools in the school district and surrounding community. School Resource Officers also attend numerous school functions such as PTO meetings and sporting activities. Deputies provide classroom instruction on substance abuse, law-related education and participate in community-related work groups for youth issues, such as truancy. The Arapahoe County Sheriff’s Office is a CALEA accredited agency. CALEA accreditation standards require a written agreement governing law enforcement services provided to the School District by the Sheriff’s Office. The LPS has agreed to reimburse the Sheriff’s Office for half of the cost of the current salary and benefits for each deputy sheriff assigned as a School Resource Officer within the District. This Intergovernmental Agreement updates the existing Intergovernmental Agreement with the Littleton Public School District and clarifies language on several issues related to the roles of the SROs. The IGA also reflects that LPS will reimburse the County for half of the cost of the current salary and benefits for each deputy sheriff assigned as a School Resource Officer within the District. Currently, four deputy sheriffs are assigned to LPS to act as SROs.
Alternatives: The alternative is to not enter into the IGA and not receive the reimbursement for the SROs as articulated above.
Fiscal Impact: The Sheriff’s Office will invoice the Littleton Public School District twice yearly for half the cost of the current salary and benefits for each deputy sheriff assigned as School Resource Officer within the District.
Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan.
Concurrence: Littleton Public School District is in concurrence with this decision.
