Purpose and Request:

recommended action

This is a request the Board of County Commissioners to authorize two Fixed Asset Numbers for the purchase of Microwave Radio Equipment, Software and Licensing, linking Chevron (1) to the Admin Building (2).

end

Background and Discussion: The Sheriff’s Office in partnership with the State of Colorado, supports and maintains an 800MHz Digital Trunked Radio System (DTRS) extending from western Arapahoe County to eastern Arapahoe County.  The State of Colorado is in the process of updating their microwave equipment and has indicated the link from Chevron to the Admin Building, back to DTB, will also need to be updated.  These specific sites are the responsibility of Arapahoe County to replace the equipment.  The Sheriff’s Office in partnership with the State of Colorado, supports and maintains an 800MHz DTRS system extending from western Arapahoe County to eastern Arapahoe County. The Sheriff’s Office has an agreement with the State to provide all infrastructure, while the State provides software updates and technical support.  The State is in the process of updating their microwave technology and has indicated Arapahoe County will need to do the same between Chevron and the Admin Building, and back to the Denver Transmitting Building.  By updating to the same equipment, the connecting towers will have the ability to communicate with each other, as well as being monitored by the State for any disruptions in connectivity.   The State of Colorado has contracted with Aviat to provide and install the equipment.

Fiscal Impact: The cost to purchase new microwave equipment shall not exceed $222,038. This will be paid out of existing budget and Sheriff’s Office is not asking for any financial assistance.

Alternatives: The alternative to this proposal is to take no action. If this request is not approved the Sheriff’s Office and other First Responders will potentially loose ability to effectively communicate in the western and central areas of Arapahoe County on the DTRS system and the state will not be able to monitor link connectivity effectively.

Alignment with Strategic Plan:

                     ☐Be fiscally sustainable

                     ☒Provide essential and mandated service

                     ☐Be community focused

Staff Recommendation: Staff recommends issuing fixed asset numbers for the requested equipment.

Concurrence: The Administrative Staff of the Arapahoe County Sheriff’s Office is in concurrence with this decision.
