Purpose and Request:

recommended action

The Arapahoe County Sheriff’s Office requests the Chair of the Board of County Commissioners to sign the Agreement for Services with Paradigm Recovery to provide In-Facility Remote Peer Support Services at the Arapahoe County Sheriff’s Office Detention Facility (ACDF) in accordance with the 2023-2026 BJA Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP) Grant, and authorize the Arapahoe County Sheriff to sign up to four (4) subsequent extensions thereto.

Background and Discussion: At a drop in session on March 14, 2023, the BOCC gave the Arapahoe County Sheriff permission to apply for and accept the 2023-2026 COSSUP grant.  On September 25, 2023, the Office of Justice Programs awarded $1,599,686 to Arapahoe County to use over three years.  $519,061 of this award was allocated to contract with a vendor to provide remote peer support services to inmates at ACDF.  A formal solicitation was issued in 2023 and Paradigm Recovery was awarded the contract.  The Sheriff’s Office requests the Chair to sign the Agreement and authorize the Arapahoe County Sheriff to sign up to four (4) extensions and any amendments.  Prior to signatures, each extension will go through the Contract Insight System, including approvals from the Budget Division reviewing for available dollars in the department budget, the Purchasing Manager reviewing to make sure the purchasing process was followed, Risk Management reviewing for insurance requirements, and the County Attorney reviewing for any legal issues.

Alternatives: The only alternative is to either decline the award and not provide this service or to issue a formal solicitation to find another vendor for this service.

Fiscal Impact: The $519,061 cost over three years will be reimbursed by the COSSUP grant on a quarterly basis.

Alignment with Strategic Plan:

                     ☒Be fiscally sustainable

                     ☐Provide essential and mandated service

                     ☒Be community focused

Concurrence: The Sheriff’s Office Administration and Detention Services Bureau are in concurrence with this decision.
