The Sheriff’s Office requests the Board of County Commissioners to authorize and sign a Select Source Waiver of Purchasing Policies for the Installation of Cradle Point routers and the purchase of MIMO Dual Sharkfin antennas for ACSO vehicles. This waiver supports the Sheriff’s Office transitions from Verizon to T-Mobile. Included in this transition is the purchase and installation of Cradle Point router antennas in approximately 200 vehicles, ensuring uninterrupted communications and improved officer safety.

Background and Discussion: MHQ of New Mexico has been in business for over 15 years and serves as a preferred installer for T-Mobile. As a larger organization based in New Mexico, they are not experiencing the extended delays or elevated costs currently affecting Colorado-based upfitters in terms of installation time and expenses. The Arapahoe County Sheriff’s Office (ACSO) has emphasized the need for rapid router installation to enhance officer safety through improved communications. MHQ is a preferred installer capable of providing bundled installation services, including Dual Sharkfin Antennas for patrol vehicles. To further reduce downtime and transportation costs, MHQ has agreed to perform onsite installations, ensuring that vehicles remain securely on Arapahoe County premises. The company has a proven track record with large-scale deployments, including a recent project for the Longmont Police Department, where 48 vehicles were fully upfitted-complete with cages, lights, routers, and other equipment-within a single week. It is imperative that all the routers get installed as soon as practicable so that lapses in communication can be reduced once the routers are activated.
Alternatives: If the Board declines to approve the Select Source Waiver, the Arapahoe County Sheriff’s would be required to issue a solicitation, significantly delaying project implementation, and impacting operational readiness.
Fiscal Impact: Funding in the amount of $250,000 has been secured through the ACSO Forfeiture Board.

Staff Recommendation: The Arapahoe County Sheriff’s Office recommends authorization of the Select Source Waiver of Purchasing Policies for the installation of Cradle Point routers and purchase of MIMO Dual Sharkfin antennas for ACSO vehicles.
Concurrence: The Support Services Bureau, Information Technology Department, and Purchasing Department are in full support of this request.
