Agreement with LifeLine Screenings through LE Workforce Health Screening Grant

The Board of County Commissioners is requested to approve and authorize the Chair to execute an agreement with LifeLine Screenings to provide grant-funded, onsite health screenings to sworn personnel through December 31, 2025.

Background and Discussion: The Board of County Commissioners (BOCC) approved adding this to the consent agenda for approval at their meeting on Nov. 26, 2024.
In Sept. 2022, the BOCC approved ACSO to apply for the Law Enforcement Workforce Recruitment, Retention and Tuition grant. ACSO received $225,200 in funding from the State of Colorado through this grant in 2024 to provide heart screenings at no cost to sworn personnel as a recruitment tool (agreement attached). ACSO staff conducted extensive research of available providers to identify a cost effective, on-site provider with the capacity to see multiple people a day, had experience working with law enforcement, and could specifically provide cardiac imaging. A quick comparison chart is included in the attached waiver.
Several national and local providers were identified, however in many cases they were cost-prohibitive or did not have the functionality we were looking for.
• Sigma Tactical and LifeScan Wellness were front runners by offering comprehensive screening packages, but they take a longer time to conduct, which limits the number of patients they can see per day. The cost for these comprehensive screenings was also a barrier with each screening costing almost $800.00 per person. ($799 and $783 respectively). Neither offered a cheaper or modified option.
• Colorado State University, Heart Disease Prevention Program also offers a screening package. They offer blood panel and medical workup but could not accommodate any imaging requests. Their workups are offered only in Fort Collins.
• Direct Access Cardiovascular Screening, located in Salida, Colorado offers a full screening with imaging at a price of $510 per person, however their screening facility is in Salida and they do not offer on site screenings.
• Lifeline Screening was the best option, offering the desired services onsite at ACSO for $298 per person. LifeLine is a well-known, nationally recognized provider of onsite screenings. The Chicago Fraternal Order of Police, the largest police organization in the country recently trusted LifeLine to conduct screenings on their officers and the officers reported a positive and easy experience.
We respectfully request consideration to utilize LifeLine Screening as our sole source provider to conduct on-site heart health screenings utilizing funding already awarded by a state grant. The grant was awarded with certain conditions in mind, and we have identified LifeLine as the company most suited to provide those services in a cost effective and comprehensive way that is favorable to the county and participants.
Fiscal Impact: The cost for the services provided will be reimbursed by the LE Workforce Health Screening Grant up to $225,200.
Alternatives: The alternative is to not accept this grant and absorb the cost of these medical health screenings into the general fund.
