Purpose and Request:

The purpose of the study session is to review the 2021 TCHD Report that provides a comprehensive overview of all functions, programs and services. The report includes the most current FTE county and budget for each function and program, as well as information on how the Department was formed and the statutes that govern it. The discussion will also include budget considerations in the event Douglas County forms its own health department in 2023.

Background and Discussion:

Through a series of actions that started in July 2020, Douglas County has indicated that it intends to leave TCHD and form its own health department. An agreement was reached November 2020 that Douglas County would remain in the current arrangement until December 31, 2022. That decision forces several questions on the remaining parties, including Arapahoe County, Adams County, and TCHD. In order to engage in strategic and thoughtful dialog about how to move forward, TCHD was asked to prepare a report that included information on programs and services provided, individuals served, operations, budget, and more. In addition, TCHD was asked to develop budget considerations and scenarios in the event Douglas County does leave the Department.

Staff Recommendation: TCHD recommends the County continue to dialogue about its health department needs and collaborate with TCHD and Adams County to determine next steps in the assessment, planning, and implementation process. TCHD recommends hiring a third-party consultant to support this effort and will remain available for continuing dialog and study sessions

 

Concurrence: The TCHD will be making a similar presentation to Adams County.
