The Arapahoe County Public Airport Authority Board (ACPAA) is requesting approval of a Bipartisan Infrastructure Law (BIL) Infrastructure Investment and Jobs Act (IIJA) distributed through the Airport Improvement Program (AIP) from the Federal Aviation Administration.
We are requesting conditional approval of AIP Grant 3-08-0029-064-2025 Once the grant is received, the final Grant Agreement will be forwarded to the County to be signed.

Background and Discussion: AIP 3-28-0029-064-2025 is a Bipartisan Infrastructure Law (BIL) Infrastructure Investment and Jobs Act (IIJA) distributed through the Airport Improvement Program (AIP) from the Federal Aviation Administration. The grant will cover remaining costs associated with the rehabilitation of Taxiways C and D and rehabilitation of the electrical lighting on Taxiway D.
At the August 14, 2025 ACPAA Board Meeting, Airport staff will recommend conditional approval of the grant agreement for AIP Grant 3-08-0029-064-2025. See the attached draft grant agreement.
The 2025 Airport Improvement Program (AIP) grant assurances reflect changes to address recent legislative provisions in the FAA Reauthorization Act of 2024 (Public Law number (P.L.) 118-63) and recently issued executive orders. This includes new Grant Conditions #29 Title IV of the Civil Rights Act, #30 FAA Reauthorization Act of 2024, #31 Applicable Federal Anti-Discrimination Laws and #42 Duffy Plaintiff Special Term.
Fiscal Impact: AIP grant agreement funds for 3-08-0029-064-2025 will cover 90% of the remainder of the project up to $422,068. The Airport Authority will be responsible for the remaining 10% match which is included in the 2025 budget.
Alternatives: The Board could elect not to approve the grant agreement. However, should the grant agreement not be signed within a reasonable timeframe, the Airport will have to find alternative methods of funding for the remainder of the project improvements stated above. The FAA has advised that they should be able to roll this grant over to 2026 if the Airport Authority is not able to accept the grant at this time.
