Purpose and Request:

recommended action

The purpose of this drop-in is to receive approval from the Board of County Commissioners to terminate the current Intergovernmental Agreement (IGA) in place between the City of Centennial and Arapahoe County for the Homeless Outreach Liaison position, including the transfer of title of the vehicle purchased under this IGA.

end

Background and Discussion: In November 2022, Arapahoe County and the City of Centennial entered into an IGA creating the Centennial Homeless Outreach Liaison position (Liaison), funded in full by the City of Centennial, and housed and supervised by Arapahoe County’s Community Resources Department.  The Centennial Homeless Outreach Liaison provides support to individuals and families who are homeless or at risk of homelessness in Centennial and served as a liaison between the City and the County on all issues related to serving our unhouse population.  Centennial has viewed this partnership and the creation of this position as a success for their community and has made the determination to make this position a full-time program within the City.  The City provided notice to the County on August 9, 2024, of their intent to terminate the IGA early, providing 30 days’ notice, as required by the IGA.

With the creation of this position and IGA, the City of Centennial also purchased a vehicle for the use of the Liaison, which was purchased by Arapahoe County and is currently a part of Arapahoe County’s fleet.  As detailed in the IGA,
“upon termination of the IGA, the vehicle purchased by the County, for use by the Liaison to fulfill the duties of the job shall be deeded by bill of sale to the City at no cost to the City in its then as-is condition.”

The termination of this IGA includes the termination of this temporary grant funded position with Community Resources, effective September 9, 2024.  The Liaison has been provided the opportunity to apply for employment in this same position with the City of Centennial.

Fiscal Impact: There is no fiscal impact to Arapahoe County.  Arapahoe County will no longer provide the in-kind supervision for the position.

Alternatives: At this time, we are not proposing alternatives as the City of Centennial has exercised the proper notice within the established IGA for this position.  To continue this position in the County would require the creation of a new position and funding to fulfill the duties.

Alignment with Strategic Plan:

                     ☐Be fiscally sustainable

                     ☐Provide essential and mandated service

                     ☒Be community focused

Staff Recommendation: Staff recommends the Board’s approval of this termination, including the bill of sale of the vehicle purchased by Centennial.
