Purpose and Request:

recommended action

The purpose of this drop-in is to request a fixed asset number to implement upgrades to the Lincoln Fluid Controller System to support the transition of the 18th Judicial District Attorney’s Office.

Background and Discussion: The County uses the Lincoln Fluid Controller System to dispense all required oils and fluids necessary to maintain the County's equipment This electronic system, which relies on internet protocols (IP) addresses to communicate, tracks all oils and fluids dispersed so the fleet services division can accurately charge back services to the respective offices and departments on a monthly basis and provides data to inform replacement cycle considerations for county equipment.

As part of the 18th Judicial District’s transition to a single-county office, it was determined that IP addresses and subnet overlap exist between the District’s and County’s network - specifically with the Lincoln Fluid Controller System. Typically, the solution would be to adjust the IP address; however, because the System reached its end of useful life (10 years) and hasn’t had software updates/technical support since the end of 2022, the county is unable to implement this solution within the current system.

Upgrading our system with new hardware and updated software will meet the needs of the 18th Judicial District transition, improve County network and infrastructure security, and maintain this critical tracking software for the fleet services division.

The division will be using IG rents to purchase new controllers for the Peoria and Bennett shop locations and is requesting a fixed asset numbers to complete this transaction.

Fiscal Impact: $22,000

Alternatives: There are no viable alternatives that would allow the continued use of the existing Lincoln Fluid Controller System as the equipment is at the end of its life and there is no software support.  With the IP address and subnet overlap with the 18th Judicial District Attorney’s office, a new IP address is required for the Lincoln Fuel Controller System to work properly and without software support, the IP address cannot be updated.

Alignment with Strategic Plan:

                     Be fiscally sustainable

                     Provide essential and mandated service

                     Be community focused

Staff Recommendation: Staff recommends the approval.
