The Assessor’s Office is requesting the Board approve moving forward with formal approval and execution of the accompanying IGA with Greenwood Village, which was jointly prepared by the City of Greenwood Village, the Arapahoe County Attorney’s Office, and the Arapahoe County IT Department.

Background and Discussion: The Assessor’s Office routinely accesses and reviews building permits, inspection records, building plans, and other similar information issued by local jurisdictions within Arapahoe County as part of its due diligence in monitoring and valuing properties within the County. The Assessor’s Office has historically been granted access to such records without need for formal agreements with the local jurisdictions. The City of Greenwood Village, however, recently requested that the County, on behalf of the Assessor’s Office, enter into an IGA detailing how the County uses and maintains the information obtained from Greenwood Village, including how the County responds to requests for records originating from the City of Greenwood Village. Representatives from the City of Greenwood Village, the County Attorney’s Office, and the County’s IT Department have jointly prepared the accompanying IGA establishing the terms governing the use, storage, protection, and disclosure of such data.
Alternatives: The Assessor’s Office requires access to the information from Greenwood Village regarding building permits, inspection records, building plans, and other similar data in order to properly perform the Assessor’s annual statutory obligations. As a result, there is no real viable alternative available for the Assessor’s Office to maintain access to these records needed from Greenwood Village.

Staff Recommendation: The Assessor’s Office recommends the Board approve moving forward with the formal execution of the accompanying IGA with the City of Greenwood Village.
