The Sheriff’s Office requests the Board of County Commissioners to authorize the Sheriff to sign the contract expansion and extension between Arapahoe County and FLOCK for expanded coverage of the license plate reader camera system.

Background and Discussion: Throughout 2024 trial period and thus far in 2025, the Arapahoe County Sheriff’s Office has had 25 mounted FLOCK license plate reader cameras and one mobile camera in use. The camera system was permitted through Arapahoe County/City of Centennial and, over the past year and a half, has proven very valuable in locating stolen vehicles, wanted subjects and even endangered persons in our service area. The SO paid the $65,000.00 for camera service in 2025 from forfeiture funds. FLOCK is one of several long-term technical tools that the SO identified for 1A funding in the future. Based on usage and over a year of experience with use, several gaps in coverage have been identified throughout our service area. To close those gaps and enhance service, staff recommends installation of 17 additional cameras throughout the service area (map attached).
Fiscal Impact: The initial cost is $62,500.00 for 17 additional cameras and installation, with an ongoing additional annual cost of up to $52,000. For 2025, this cost would be prorated to begin after required permitting and installation. Annually, plus the existing cameras, the cost would be about $127,000. The current annual cost for the 25 existing cameras is $75,000.
Pending any decision on 1A funds going forward, forfeiture funds could again be used. The concerns with ongoing use of forfeiture funds is that these are not a consistent source of funding, and there may be instances where the funds are not sufficient to cover the cost. The Sheriff’s Office is also considering leveraging other funding sources or working with municipal partners to cover the additional costs.
Alternatives: The alternative is for the Sheriff’s Office to not expand the FLOCK cams into additional areas thereby limiting are ability to receive notifications of stolen vehicles and wanted subjects in the areas we provide police services to.

Staff Recommendation: Arapahoe County Sheriff’s Office staff recommends the adoption of the extension of FLOCK.
Concurrence: The Public Safety Bureau, Investigations Section Chain of Command support the use of this software. City of Centennial supports the program.
