The purpose of this report is to update the Board of County Commissioners (BOCC) on the revised Neighborhood Traffic Management Plan (NTMP) and discuss the adoption of the updated NTMP, including the NTMP into the Traffic Operations Policies and Procedures, and placement onto the County website.

Background and Discussion: Arapahoe County Public Works and Development Staff (Staff) created the Neighborhood Traffic Management Program (NTMP) in 1998 in response to concerns about vehicle speeds, safety, and cut-through traffic on residential roadways. In 2023, a more robust guidance document was sought to maintain a consistent and engineering-based approach to identifying what enhancements, when and where, if any, are needed and appropriate. In the past, the placement of calming and safety strategies has been an ongoing challenge due to the number and variety of locations of requests, small number of viable treatments, and the effectiveness of the adopted enhancements.   This program not only addresses traffic calming issues on roadways which are determined by Staff to meet the functional characteristics of local roadways within unincorporated Arapahoe County but will now include minor collector roadways.  It was found that the majority of the effective strategies to be implemented would be effective up to the level of minor collectors of which the County manages and would benefit from a well-defined approach.  This NTMP is not intended to downgrade roadways in classification or function where that roadway is otherwise necessary and appropriate for the roadway network. 

 

This effort is designed to provide technical support for Staff to recommend strategies of new installs, evaluate any new information gained from research and studies, and to expand the strategy options available for implementation.  The workflow for public engagement was updated and simplified to allow Staff to efficiently work through each request.  This update follows similarly adopted NTMP plans in other jurisdictions such as the City of Denver, City of Centennial, City of Albuquerque, and Adams & Jefferson Counties.

 

Alternatives: The alternative is to continue to use the guidance provided in the 1998 NTMP. 

 

Fiscal Impact: The NTMP Program will be implemented as funding is made available and this funding request will be made through the annual budget review process and prioritized with other PWD requests.  The implementation of the NTMP will benefit the quality-of-life neighborhoods and will result in additional infrastructure that the County will need to maintain into the future.  The amount of this maintenance varies depending on the treatment.

Concurrence:  Staff worked with Road & Bridge to develop a set of strategies that will also be effectively maintained.  Staff also included all Fire Department standards to ensure that any installed devices will not interfere in Emergency Service operations.
