Alignment with Strategic Plan: Safe and Healthy Communities - Advance public safety by strengthening partnerships across law enforcement, emergency response, and community stakeholders.

Background and Discussion: The Sheriff’s Office has been hosting the RISE program since late 2013, when the County first entered into an agreement with GeoCare. This first iteration of the program called for a maximum of 22 beds. At that time, the per bed, per day cost was set at $88.86. The program was staffed by seven deputy sheriffs providing dedicated supervision during programming, with night and weekend supervision covered by general jail staff.  In 2015, the daily rate increased to $91.08 and the program was expanded to a total of 52 beds.

Since then, the program has expanded to 78 beds staffed by 2 sergeants and 22 deputy sheriffs and the daily rate increased to $142.64 per bed, per day.  GeoCare has undergone several name changes and now RISE is officially managed by RecSol Recovery Solutions, LLC (f/k/a Wellpath Recovery Solutions, LLC).  Due to increasing costs of providing inmate meals, supplies, and security for the RISE program, the Sheriff’s Office and Recovery Solutions have negotiated a per patient, per day, rate increase to $160.60 for the Agreement term.

Alternatives: The alternative is to not continue hosting the RISE program at the Detention Facility.

Fiscal Impact: The current daily rate of $142.64 for a minimum of 78 patients results in $4,060,961 in annual revenue, not enough to cover the estimate program cost of $4,495,152.  The proposed rate of $160.60 for a minimum of 78 patients results in $4,572,282 annual revenue, covering costs by an estimated $77,129. A cost breakdown is attached.

Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the County’s strategic plan.
