Purpose and Request:

The purpose of this report is to address the funding gap for a 0.5 FTE for the remainder of 2025 based on the cancellation of the Emergency Management Performance Grant by USDHS.

Alignment with Strategic Plan: Good Governance - Deliver mandated and essential services with excellence.                     

 

Background and Discussion: As the Commissioners are aware, 2025 has seen across the board reduction in grant availability. The Emergency Management Performance Grant (EMPG) is no exception. Littleton and Arapahoe County participate, via an IGA, to share the costs on an FTE who provides planning, response, coordination, and decision support for migration in the all-hazards environment. The EMPG program expires this month with an unknown availability going forward. In order to finish out the calendar year, we are seeking a supplemental allocation to cover the salary and benefits for remaining three months.

 

Alternatives: There are no viable alternatives as the cancellation terms in the IGA require more notification to terminate than there are days left in the working year. 

 

Fiscal Impact: The fiscal impact is salary and benefits for three months, October, November, and December, totaling $16,745.00

 

Alignment with Strategic Implementation Strategies: N/A

 

Staff Recommendation: Staff support funding for the remaining months and EBC has given preliminary approval to fund this position in 2026 and forward.

 

Concurrence: City of Littleton agrees, has funded the entirety of their 2025 obligation and is committed to funding their 2026 obligation as well.
