Purpose and Request:

The purpose of this request is to request that the Board of County Commissioners approve and authorize the Chair to sign the agreement with MHQ of New Mexico to install Cradle Point routers and MIMO Dual Shark-fin antennas in approximately 200 Arapahoe County Sheriff’s Office vehicles.

Alignment with Strategic Plan: Safe and Healthy Communities - Advance public safety by strengthening partnerships across law enforcement, emergency response, and community stakeholders.                     

 

Background and Discussion: In 2025, the Arapahoe County Sheriff’s Office switched cellular and internet service providers from Verizon to T-Mobile.  T-Mobile provides better quality cellular and internet services with additional features such as “Push-to-talk” capabilities in cellular phones as well as Starlink Satellite connectivity for dedicated communications where basic cellular and internet broadband services fail.

This transition required the use of MHQ of New Mexico as a vendor to install Cradle Point routers and MIMO Dual Shark-fin antennas in approximately 200 Arapahoe County Sheriff’s Office vehicles. This equipment is necessary to ensure officers’ safety and improved communication. The Board approved use of this vendor through a waiver per purchasing policies at their meeting on November 24, 2025.

 

Alternatives: The Arapahoe County Sheriff’s Office could contract with a local vendor for the installation which would significantly increase the time required to complete the work by requiring the transporting of each Arapahoe County Sheriff’s Office vehicle to the vendors’ location for installation.  This requirement would dramatically increase the amount of time required to complete the work by limiting the number of vehicles that could be serviced at any given time and increasing the amount of time required to move the vehicles from their assigned locations to the contract vendors’ location and back.   Taking no action on this request would prevent all internet related communications between Arapahoe County Emergency Communications Center and all Arapahoe County Sheriff’s Deputies through CAD and internet.  Taking no action would further impede all cellular phone communications between dispatch and deputies by significantly diminishing the signal strength into all Arapahoe County Sheriff’s Office vehicles boosted by the MIMO Dual Sharkfin antenna.

 

Fiscal Impact: There is no immediate fiscal impact related to his contract as funding has been requested and approved from the Arapahoe County Sheriff’s Office Forfeiture Board to cover the costs of all services related to this contract.

 

Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan
