Purpose and Request:

recommended action

The Sheriff’s Office requests the Board of County Commissioners to authorize our membership in the Colorado Internet Crimes Against Children Task Force and approve the Chair to sign the task force’s MOU.

Background and Discussion: The Colorado Internet Crimes Against Children Task Force is an entity that is led by the Colorado Springs Police Department (CSPD).  This is a grant funded task force that provides training, education and equipment to its members on a needs/request basis provided that the member agencies are in compliance with national standards and the CSPD requirements.  Our agency has worked in conjunction with this group for several years but this is the first year they have requested an MOU as a condition of membership.

Fiscal Impact: In the past the task force has provided several thousand dollars in funding for training/education and computer equipment.

Alternatives: The alternative is to deny this request.  Doing so could potentially mean that we would no longer receive the dozens of cybertips that we currently receive from the National Center for Missing/Exploited Children that we currently get through CSPD’s coordination.  We would also likely go without funding to send our ICAC investigators to the ICAC/Child Victim trainings.  These trainings are held out of state and are frequently funded by the ICAC Task Force.  Additionally, grants provided by the task force have funded several computers and other electronics used in child victim investigations.

Alignment with Strategic Plan:

                     ☐Be fiscally sustainable

                     ☒Provide essential and mandated service

                     ☒Be community focused

Staff Recommendation: Staff recommends approval of this item.
