Background and Discussion: Arapahoe County Department of Human Services serves as the fiscal agent for the Collaborative Management funds. A select source waiver was approved by the Board of County Commissioners on June 17, 2024, to reimburse Advocates for Children for the administrative costs of the Collaborative Management Program Coordinator through CMP funding. An increase to the select source waiver is requested to include reimbursement for client support programming through the same fund. The Collaborative Management Program Manager (ACCMP) will provide case coordination, project and data management for the HB1451 Collaborative Management Program. The ACCMP is charged with collaboratively serving Arapahoe County’s children, youth, and families to build upon their own individual and collective strengths, break down barriers and provide the right services at the right time, with the goal of autonomy within the family structure. The ACCMP Manager assists the Collaborative Management Program members as they work together to fill in the gaps in the service continuum, reduce duplication and fragmentation, and aid in the successful completion, or prevention of, system involvement. The intention is for the Collaborative Management Program to become the hub of community-based resources and services, with a creative lens of support and hope for a better tomorrow.
Fiscal Impact: The budget for CMP programming has increased by $351,047. The current SFY24-25 contract with Advocates for Children is for $133,985 for administrative costs only. The current contract will be increased by $351,047 to match the available budget and extended through December 31, 2025, to address an administrative salary adjustment and implementation of client support fund requests to include flex funding, crossover, truancy, and diversion programming. The total contract and select source waiver for Advocates for Children will be $485,032 through December 31, 2025. The funding for the program is paid each year by the State Department of Human Services and is held in a deferred account by with the Arapahoe County Department of Human Services serving as the fiscal agent. There is no County share and no fiscal change to the county budget as the costs were included.
Alternatives: Arapahoe County could decline the fiscal agent duties and CASA would need to find another fiscal agent.
Alignment with Strategic Plan:
☐Be fiscally sustainable
☒Provide essential and mandated service
☒Be community focused
Staff Recommendation: The Department of Human Services recommends approval of the Select Source Waiver.
