Background and Discussion:
The Arapahoe County Comprehensive Safety Action Plan (CSAP) establishes the Board of County Commissioners’ goal of achieving zero roadway deaths and serious injuries on roadways within unincorporated Arapahoe County by the year 2045 and commits the County to implement the actions and projects recommended by the Plan in pursuit that goal.
The Plan uses the Federal Highway Administration’s (FHWA) Safe System Approach by applying data-driven strategies to prevent fatal and serious injury crashes. It also aligns the County with regional and statewide initiatives, including the Denver Regional Council of Governments’ (DRCOG) Taking Action on Regional Vision Zero: Safer Streets for Metro Denver plan and the Colorado Department of Transportation’s (CDOT) Moving Towards Zero Deaths initiative.
The Plan has been developed over the past seven months by way of a data-driven analysis of crash data, public engagement online and at three public meetings across the County, stakeholder engagement, and in conversations with the Board of County Commissioners. The CSAP recommends future policy updates and transportation projects based on their potential to reduce fatal and serious injury crashes on the County’s roadway system.
Alternatives: The BOCC could adopt, adopt with amendments, or deny adoption of the Plan. The BOCC could also continue consideration of the matter to a future meeting.
Fiscal Impact: There is no immediate fiscal impact to adopting the plan, but the Plan does commit the County to achieving certain goals through implementing future projects and actions that will have costs. Planning level cost estimates of the various projects recommended by the Comprehensive Safety Action Plan have been quantified and are documented in the project files. The recommendations of this plan will inform future PWD annual budget requests and strategy with respect to pursuit of state and federal grants.
Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan.
Staff Recommendation: Staff recommends that the BOCC adopt the Comprehensive Safety Action Plan.
