Purpose and Request:

The Sheriff’s Office requests the Board of County Commissioners to authorize the Chair to sign the Revocable License Agreement with Flock to allow the installation of the cameras to be mounted on County Buildings, specifically the District Courthouse in this case.

Alignment with Strategic Plan: Safe and Healthy Communities - Advance public safety by strengthening partnerships across law enforcement, emergency response, and community stakeholders.                     

 

Background and Discussion: This phase of the Flock Camera system installation was approved by the Board of County Commissioners in 2025.  This request is to have the BoCC sign the Revocable License Agreement that will allow the cameras to be installed on the District Courthouse per the initial agreement.

 

Alternatives: The only alternative is to not do it and have less monitoring of District Courthouse.  Since the Flock agreement is in place for 17 additional cameras, it would cost the county additional funds to study and go through the process of finding additional placement options for the cameras already designated and agreed upon for the District Courthouse.

 

Fiscal Impact: There are no fiscal impacts with signing the Revocable License Agreement as the Flock agreement is already in place.

 

Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan. 

 

Concurrence: The Public Safety Bureau, Investigations Services Chain of Command, supports this agreement as does Flock Cameras.  IT has already approved the first phase of this program, and there should be no additional responsibilities because of this agreement for IT.
