Alignment with Strategic Plan: Good Governance - Plan for future service, infrastructure, and fiscal needs.
Background and Discussion: Historically, the Arapahoe County Sheriff’s Office has provided law enforcement services within the boundaries of the portion of the Town of Bennett located in Arapahoe County. Starting on May 1, 2024 the Arapahoe County Sheriff’s Office started to provide law enforcement services for the entire Town. Since the implementation of this agreement, both the Sheriff’s Office and the Town have been very satisfied with the relationship and the outcomes of our service delivery. The Town of Bennett wants to add another .5 deputy FTE for traffic work in 2027, as part of their new overall traffic safety plan for the town. Since we cannot hire half a person, the easiest and quickest way to achieve this is to “buy in” to an existing county traffic position, just as we did with the .5 investigator. Contract renewal to codify addition of .5 FTE and add 50% of on-going cost of position to the funds owed by the Town and to renew the agreement, this time for a three-year period running from January 1, 2027 through December 31, 2029. As we do with Centennial contract, Attachment B shall be revised as necessary on an annual basis by the Town Manager and Public Safety Bureau Chief, to determine number of full and part-time positions and expenses. Annual additions shall be approved annual by the EBC process and any mid-year additions shall be approved by the quarterly review process.
Alternatives: If the Board declines this agreement, the position would not be authorized or filled.
Fiscal Impact: This amendment to the Agreement for Service will generate up to but not to exceed $540,000 (Base Sum) in revenue and is cost neutral to Arapahoe County for these services. The Base Sum represents the estimated annual actual cost for calendar year 2027.
Alignment with Strategic Implementation Strategies: The attached framework helps Arapahoe County institutionalize values-based, transparent decision-making, documenting how we make decisions and carry out actions to achieve the county’s strategic plan.
Concurrence: The Sheriff’s Administration and Public Safety Bureau concur with this decision. The County Attorney’s office drafted and approved the amendment language. The Town of Bennett Board of Trustees already tentatively approved the three year concept and addition of .5 FTE for 2027 and will formally approval via board vote on IGA renewal and funding during the remainder of 2026.
