Purpose and Request:

recommended action

The Sheriff’s Office is seeking to enter an intergovernmental agreement (IGA) with the El Paso County Sheriff’s Office for the purpose of using their Incinerator for drug and firearm destruction.  The purpose of this IGA is to have a backup plan in place due to incinerator options becoming more difficult to sustain and find throughout the state. The Sheriff’s Office requests the Board of County Commissioners to approve the IGA and authorize the Sheriff to sign the IGA.

Alignment with Strategic Plan: Good Governance - Deliver mandated and essential services with excellence.

Background and Discussion: The Sheriff’s Office needs a backup incendiary plan to dispose of illegal drugs, ammo, and fireworks that our office has in our evidence section.  Previously, the Sheriff’s Office used a burn pit.  Continued licensing of this pit has been challenging and is currently not an option.  The Sheriff’s Office also has use of the burn facility at the Evraz Steel Mill, but that too has been sometimes off limits depending on their business needs.

El Paso County has recently completed a structure to fulfil their burning obligations.  This IGA would allow the Sheriff’s Office to continue to destroy former items of evidentiary value with minimal costs incurred to the county.  The cost per incendiary cycle is $350.00.

Alternatives: The alternatives for this IGA are limited.  Our only current option is to continue to use the Evraz Steel Mill when their incendiary operations are available.  This continues to be a preferred method due to it being free.  This IGA would be a backup to that plan when that option is not available to the County.

Fiscal Impact: The fiscal impact for this IGA is $350 per incendiary cycle. Sheriff’s Office anticipates using this quarterly, resulting in a total cost of $1,400. This cost can be absorbed by the current budget.

Alignment with Strategic Implementation Strategies: N/A

Staff Recommendation: This option is recommended by the Evidence Section as a backup plan to dispose of former items of evidentiary value in a best practices method.  The items specifically destroyed in this manner are illegal drugs, ammunition, and fireworks.

Concurrence: El Paso County is open to this IGA.
