Background and Discussion: Former Director of Facilities and Fleet Management (FFM), Patrick O’Neill, left his position with Arapahoe County on August 16, 2024. During the recruitment process for the County’s next FFM Director, the County appointed Michelle Halstead, Director of Commissioners’ Office, to assume responsibility for the functions of the FFM Director effective August 5, 2024.
The Board performed a national search to fill the Director of Facilities and Fleet Management position. As a result of the search, the Board appointed Michael Gouin as the Director of the Facilities and Fleet Management Department, effective as of November 12, 2024. This appointment includes the grant of all requisite duties and responsibilities as the Director of Facilities and Fleet Management.
In order to facilitate the successful on-boarding of Mr. Gouin, staff recommends that Ms. Halstead maintain her signature authority on behalf of the Facilities and Fleet Management Department, along with Mr. Gouin, creating a dual signature authority, until December 20, 2024. This will allow projects, agreements, and issues to move forward while Mr. Gouin gets up to speed on all Facilities and Fleet Management Department matters.
As of December 20, 2024, Ms. Halstead’s signature authority on behalf of the Facilities and Fleet Management Department shall cease, and she shall no longer have any duties and responsibilities with respect to the Facilities and Fleet Management Department.
Ms. Halstead shall retain all of her duties and responsibilities as the Director of Commissioners’ Office.
