Purpose and Request:

The purpose of this report is to request the Board adopt a resolution to approve the Uniform Easement Deed and Revocable Storm Drainage License Agreement and authorize the Chair of the Board of County Commissioners to execute the Agreement on behalf of the County. The Agreement has two functions. First, it conveys drainage easements to the County. Second, it grants the applicant a license to discharge stormwater into the County stormwater system. This is in conformance to development within the County’s MS4 Boundary and part of the Stormwater Management Manual criteria that projects have to fulfill before being granted approval.

 

Staff has reviewed the Uniform Easement Deed and Revocable Storm Drainage License Agreement and the drainage easements and has determined that it meets the County’s requirements. Staff recommends that the Agreement be approved and easements accepted.

 

Actions Requested:

1.                     Approval of the Uniform Easement Deed and Revocable Storm Drainage License Agreement at Northwest Quarter of Section 36, Township 5 South, Range 67 West of the Sixth Meridian, County of Arapahoe, thereby accepting an easement and granting a storm drainage license.

2.                     Authorize the Chair of the Board of County Commissioners to execute the agreement on behalf of the Board.

Background and Discussion: Signature North APA project is bound on the north and west by taxiway, on the east by the Centennial Airport Administrative Offices, and on the south by the Pilot Shop retail store. The proposed project includes demolition of existing hangar which is 4,000-square foot and replacing it with a 30,000 square foot of hangar. The total disturbance of the site is more than an acre and the site is within the Cottonwood Creek portion and Lone Tree Basin. Disturbance greater than 1 acre requires water quality. These basins have regional detention pond and the runoff that flows to them have to be pretreated for water quality purposes, hence the proposed Grass Buffer and Rain Garden. There are two drainage easements for the Rain Garden and Grass Buffer. They are both situated in the Northwest one-quarter of section 36, township 5, south, range 67 west of the sixth principal meridian, County of Arapahoe, State of Colorado. The Rain Garden receives sheet flow of runoff from pavement and is then conveyed via Type C inlet and Storm Sewer northward into regional detention pond.  Concentrated flows from Pavement and landscape are spread through a slotted curb and level spreader across a grass buffer to a Type C Inlet. Runoff leaves the project via storm sewer northeast into regional detention pond.

 

Alternatives: No action is possible, and that would be an operational concern to the County and to the Airport authority.

Concurrence: Centennial Airport is the initiator of this project, and they are in agreement with the requirements outlined and easements to be granted.
