Addendum to Add the 23rd District Attorney to the UFL IGA

Purpose and Request:
recommended action
Requests the Board of County Commissioners to approve and authorize the Addendum to the Intergovernmental Agreement Between the Unified Forensic Crime Laboratory (UFL) and the District Attorney for the 23rd Judicial District. This would allow the 23rd District DA to have a voting seat on the board as well as provide financial support for an FTE.

Alignment with Strategic Plan: Good Governance - Increase collaboration to break down silos and maximize resources.
Background and Discussion: The UFL and its Board of Directors have been in discussion with the District Attorney's Office for the 23rd Judicial District to officially join the UFL and in doing so, provide an additional FTE in the form of a DNA Analyst. The District Attorney's Office for the 23rd Judicial District will receive one full vote on the board for the UFL. This position will lead to future efficiencies within the UFL and provide a benefit in the form of more DNA analysis on cases that could be used to assist Arapahoe County Sheriff's Office Investigators in their duties.
Alternatives: The only alternative would be not to join the other two agencies in approving this addendum to the IGA. The consequences in doing so would be the not allowing the District Attorney's Office of the 23rd Judicial District to join the UFL which would in turn forfeit the additional FTE being provided by this proposal.
Fiscal Impact: There are no financial impacts to Arapahoe County by signing this IGA addendum. All fiscal responsibilities will be held by the District Attorney's Office for the 23rd Judicial District.
