Purpose and Request:

The Office of Emergency Management requests the Board of County Commissioners to authorize the Sheriff to sign a letter of grant acceptance for the Building Resilient Infrastructure and Communities (BRIC) 2023 Program and requests the BOCC to authorize the Chair of the Board to sign the subsequent agreement for services between WSP and the County for the provision of Hazard Mitigation Plan update services.

Background and Discussion: On February 20, 2024, the Office of Emergency Management requested signature authority to apply for a grant to update the County's Hazard Mitigation Plan. This was unanimously approved 4-0 in favor with Commissioner Warren-Gully absent and excused. The application process was completed with anticipated award in summer 2024. On August 7, 2024, FEMA announced the activation of their Immediate Needs Funding authority, which meant FEMA withheld new obligations temporarily because the Disaster Response Fund (DRF) was nearly depleted. Under INF, there were no new obligations for many programs, including BRIC Grant Programs, the funding source for this plan update. As a result, the grant award timeline was significantly delayed. This delay resulted in a shorter timeline for any contractor to complete the required scope of work. We were notified in late December 2024 that could move forward with issuing a RFP. The OEM in conjunction with Purchasing Division immediately conducted the RFP process, selected the successful vendor, and is prepared to begin working on the plan update immediately upon execution of the agreement.
