The Board of County Commissioners is requested to adopt a resolution authorizing the Arapahoe County Sheriff to execute a contract on behalf of the County for Armed Security Services for Arapahoe County Facilities and to authorize the Arapahoe County Sheriff to sign any amendments and extensions thereto subject to approval as to form by the County Attorney's Office.

Background and Discussion: Mercurial Security Solutions, LLC was awarded the contract for Armed Security Services for Arapahoe County Facilities on June 17, 2022 per RFP-22-19, with the option to extend the contract for up to four subsequent one-year periods. Prior to signatures, each extension will go through the Contract Insight System, including approvals from the Budget Division reviewing for available dollars in the department budget, the Purchasing Manager reviewing to make sure the purchasing process was followed, Risk Management reviewing for insurance requirements, and the County Attorney reviewing for any legal issues.

Alternatives: This Agreement is the result of formal solicitation RFP-22-19, the only alternative is to issue a new solicitation.

Fiscal Impact: The rates for Armed Guards submitted in Mercurial's bid are 16.2% higher than rates under the current contract, so the County departments affected can expect to pay 16.2% more annually. The Sheriff's Office pays for site supervision and an Account Manager in addition to Armed Guards, so its impact is higher.
