Purpose and Request:

recommended action

The Board of County Commissioners is requested to adopt the proposed Fair Planning Committee Bylaw Changes.

end

Background and Discussion: The Fair Planning Committee’s Bylaws were last updated in 2018 (8 years ago). Major updates in this year’s effort includes:
1. a purpose statement for the Committee;
2. clarification that committee members can be Arapahoe County residents or an individual or spouse paying property taxes within Arapahoe County;
3. clarification that the Director of the Arapahoe County Colorado State Extension Office is a non-voting member and serves in the Treasurer role;
4. increase in term duration from one year to three years (with members being allowed to serve up to 3 terms, at the discretion of the Board of County Commissioners); and
5. specification of member duties.

Bylaw edits were collaboratively developed by Open Spaces staff, the Fair Planning Committee, the Commissioner’s Board and Commission liaison and the County Attorney’s office.

Alternatives: No change: The Board could choose not to update the Fair Planning Committee Bylaws thus retaining the 2018 version.
Modify Proposed Changes: The Board could choose to adopt some but not all proposed changes and/or add new changes they desire.
Since the bylaws guide the governance of the Fair Planning Committee and the committee serves in a volunteer capacity, there are no fiscal implications associated with the proposed changes nor with any alternative approaches that could be identified.

Fiscal Impact: None.

Concurrence: Members of the Fair Planning Committee approve of these proposed changes.
