Purpose and Request:

The purpose of this study session is to seek Board approval to advance a legislative proposal from the County for consideration during the 2023 Colorado Counties, Inc. legislative process.

Background and Discussion: Each year, CCI solicits legislative priority ideas from member counties. They will adopt six to eight ideas and work with legislators to run bills in alignment with these priorities. CCI is interested in legislation that applies to most or all of the counties in the state. These are separate from Arapahoe County's annual legislative priorities (attached) that will be discussed at a later date.
CCI is seeking ideas for legislation that:
* Addresses existing inefficiencies; and/or
* Launches new programs/tools counties can use to address the needs of their communities; and/or
* Revises existing laws to better reflect implementation realities.

At a June 14, 2022, study session, the Public Works and Development department proposed two legislative ideas for Board consideration: a utility relocation delay penalty and increased enforcement capability for the County Zoning Officer. The Board approved additional staff work on these ideas to further refine for Board consideration. During this follow-up work, staff refined the utility relocation delay penalty proposal and determined that there are non-legislative solutions for the increased Zoning Officer enforcement authority proposal. The June 14, 2022, study session materials and refined utility relocation delay penalty proposal are attached in the CCI format for discussion.
