Purpose and Request:

Adoption of a resolution authorizing the Chair of the Board of County Commissioners to sign the Shared Services Memorandum of Understanding with the District Attorney’s Office for the 18th Judicial District.

Alignment with Strategic Plan: Good Governance - Increase collaboration to break down silos and maximize resources.                      

 

Background and Discussion: The 18th Judicial District was previously a multi-county judicial district comprised of Arapahoe, Douglas, Elbert and Lincoln Counties. As of January 2025, the 18th Judicial District consists solely of Arapahoe County, with the new 23rd Judicial District consisting of Douglas, Elbert and Lincoln Counties, pursuant to Colorado Revised Statutes Sections 13-5-119 and 13-5-123.1. Pursuant to provisions in C.R.S. Title 20, Article 1, as of January 14, 2025, Arapahoe County has primary responsibility for providing funding and facilities for the operations of the DA’s Office. Representatives from Arapahoe County and the DA’s Office formulated a plan for the orderly transition of the DA’s Office from serving a multi-county district to serving only Arapahoe County, and a plan for the future operational relationship between the DA’s Office and Arapahoe County.

 

Alternatives: The Board could decide to continue discussions related to the Shared Services MOU. 

 

Fiscal Impact: A “shared services” arrangement for internal support services needed for the functioning of the DA’s Office will create a cost-effective and efficient relationship.

 

Alignment with Strategic Implementation Strategies: N/A. 

 

Concurrence: The County departments support the signing of the Shared Services MOU.
