Purpose and Request:

To seek authorization and approval of the inclusion of the employees hired by the Public Health Director in the County’s payroll and personnel systems for purposes of implementing ACPHD by year-end 2022.

Background and Discussion: The Board of County Commissioners has passed a resolution to create the Arapahoe County Public Health Department (ACPHD), appointed a Board of Health, and directed staff to make the necessary preparations for the implementation of a single-county public health department by January 1, 2023, including securing of staff.  The existing Financial Policy 3.2 - Staffing Authorization Policy requires Board of County Commissioner approval for any increase, decrease, or transfer of authorized positions approved in the budget adoption resolutions, but the ACPHD does not exist in the current budget resolutions.  This resolution authorizes staff to make the necessary changes to payroll and personnel systems to carry out the direction in the resolution to create the ACPHD.

 

Alternatives: If this resolution is not approved. Staff would need to wait until the adoption of the County’s 2023 budget which may not allow sufficient time to set up the personnel system and the subsequent work items that need to be completed before January 1, 2023.
