Purpose and Request:

Staff requests that the Board of County Commissioners approve and authorize the Chair to sign the Agreement to lend County staff to ArCHA for business that cannot be allocated to the grants that support Community Development Housing and Homeless Services.

Alignment with Strategic Plan: Economic Resilience and Stability - Enhance property tax assistance programs to reduce financial strain on vulnerable populations.
Background and Discussion: An annual meeting of ArCHA is required under the by-laws of ArCHA. An agenda is proposed by staff and approved by ArCHA, along with the minutes from the previous annual meeting. Historically, the Secretary of ArCHA has been the Director of the Community Resources Department. At this meeting, ArCHA receives reports on ArCHA programs and provides direction to staff on ArCHA initiatives. There are some staff activities throughout the year related to supporting affordable housing development, housing and homelessness initiatives, staff training, and Fair Housing Activities that are not always eligible to be charged to the Community Development Block Grant and HOME Investment Partnership programs from which we receive funding. Using ArCHA funds for these activities allows staff to work on these issues while cost allocating time to ArCHA. The agreement allows the County to lend staff to ArCHA to complete these activities.
Alternatives: The alternatives would be not lending staff to ArCHA and not participating in activities that cannot be cost allocated to the CDBG and HOME grants. The Board of County Commissioners retains the discretion to propose ...
