The OEM requests the BOCC allow the Sheriff's Office to apply for grant in order to update the County's Hazard Mitigation Plan. The Sheriff's Office also requests permission for the Sheriff to sign all documents related to the application, including an Intent to Participate, Cash Match, Scope of Work Estimate, and any documents necessary to close out the grant.

Background and Discussion: The OEM maintains the County's Hazard Mitigation Plan (HMP) which is valid for five years. The plan identifies natural and human caused hazards and the people and places at risk across Arapahoe County. It also identifies locally implemented actions and measures to reduce or eliminate long-term risk from natural hazards and their effects. The overall objective of the plan is to coordinate mitigation measures throughout the county. A valid and adopted HMP allows the County to access mitigation and recovery funding. In addition, the adopted HMP reduces National Flood Insurance Program (NFIP) premiums to our residents purchasing flood insurance. The level of detail and staff time required to complete all plan components is most efficiently conducted using a contractor that specializes in these types of plans. Historically, the OEM has utilized contractors that are directed and managed by the OEM.
Fiscal Impact: The estimated cost of this function performed by a contractor is $75,000. The grant will cover at least 75% of costs. OEM will further reduce the cash match impact through the provision of in-kind match, leaving the County with a cash match of $15,420. The Sheriff's Off...
