Purpose and Request:
recommended action
Request the Board of County Commissioners (BOCC) to authorize the Chair to sign the Third Amended and Restated Intergovernmental Agreement for Secure Transportation Licensing and Inspection (IGA) between multiple agencies to be part of the secure transportation inspection and licensing process; authorize Nathan Fogg, Director, Arapahoe County Office of Emergency Management, to complete all required forms with the Colorado Department of Public Health and the Environment on behalf of Arapahoe County opting out of issuing local authorization to operate for ground ambulance services; and rescind Resolution No. 1415-96, governing ambulance licensing by Arapahoe County

Background and Discussion: Arapahoe County has been part of this ambulance licensing process with several regional counties (Adams, Arapahoe, Broomfield, Denver, Douglas, Elbert, and Jefferson) since February 5, 1991, based on the adoption of regulations and Resolution No. 163-91 and revised and restated Resolution No. 1415-96. In 2009, Denver County withdrew from this IGA. The original membership counties developed a streamlined process for the ambulance companies to apply for licensing. The process involves using a standardized application, vehicle (unit) inspection form, equipment inventory form, insurance requirements, and proof of training and education. The process ensures consistency among each of the participating counties and allowed certified operators to operate in all the participating counties without requiring a separate licensing process for each county.
