Purpose and Request:

It is recommended that the Board approve the wage reopeners contained in the CBAs and authorize the Chair to sign both CBAs on behalf of the County.

Alignment with Strategic Plan: Workforce and Community Prosperity - Provide competitive wages, benefits, and workforce policies that attract and retain top talent, as is financially sustainable.                      

 

Background and Discussion: On December 9, 2025, the Board approved separate Collective Bargaining Agreements (CBAs) with the departments of Human Services and Facilities and Fleet Management. Both CBAs contained clauses that stated that the Unions may reopen the applicable CBA article for the purpose of negotiating the applicable rate of pay effective January 1, 2027. The County entered negotiations with the Unions and reached tentative agreements on applicable rates of pay. Both Unions have already ratified the agreements.

 

Alternatives: If the Board rejects either or both wage reopeners, the parties will be required to continue negotiating and set different rates of pay.

 

Fiscal Impact: The applicable rates of pay that have been agreed to in the wage reopeners mirror the County’s wage increase for non-unionized employees.

 

Alignment with Strategic Implementation Strategies: N/A. 

 

Concurrence: The County Attorney’s Office, Human Services Department, and Facilities and Fleet Department support approval of the proposed wage reopeners.
