Request to authorize the Chair of the BOCC to sign the agreement with Xcel Energy.

Background and Discussion: OEM and Xcel Energy have worked together over the last 13 months to develop a platform and information that provides for real-time analysis and support activities associated with Public Safety Power Shutdowns (PSPS). PSPS, like the one experienced in the front range of Colorado in April 2024, have significant risk mitigation potential and significant impacts to areas where energy sustains life safety. To better understand and address those impacts, this agreement allows for access to critical information allowing OEM to digest impacts and help prepare critical community nodes for power disruptions. 

 

Alternatives: Without this agreement, OEM will not have access to timely, highly accurate data. The community will be less prepared and will likely see more adverse impacts in the event of a PSPS. The alternative is to not sign the agreement and significantly impact OEM’s ability to perform core functions to the detriment of the community.  

 

Fiscal Impact: None.
