The Board of County Commissioners is requested to adopt a resolution authorizing Arapahoe County to participate in the Denver Regional Council of Governments (DRCOG) Regional Housing Needs Assessment (RHNA). Participation in the RHNA will support the County's compliance with the Sustainable Affordable Housing Assistance Act (SB24-174) and ensure alignment with regional housing planning efforts.

Background and Discussion: Senate Bill 24-174 mandates that local governments conduct and publish a Housing Needs Assessment (HNA) by December 31, 2026. Jurisdictions may be exempt from this requirement if they participate in a regional housing needs assessment that adheres to the methodology approved by the Colorado Department of Local Affairs (DOLA).
The Denver Regional Council of Governments' (DRCOG) Regional Housing Needs Assessment (RHNA) has received conditional approval from DOLA. This approval enables jurisdictions within the DRCOG region to utilize the RHNA to satisfy the requirements outlined in SB24-174.
While Arapahoe County conducts a Housing Needs Assessment every five years as part of its HUD-mandated Consolidated Plan, the 2025 assessment does not fully align with the criteria established under SB24-174.
On July 21, 2025, the Board of County Commissioners authorized the public presentation of DRCOG's RHNA and approved consideration of its adoption to meet the requirements of SB24-174.
