Public Works and Development requests BOCC approval for a Select Source Waiver for the purchase of the Teledyne FLIR GX320 Optical Gas Imaging Camera. This purchase exceeds the $100,000 authorization the Purchasing Manager has for sole approval.

Background and Discussion: Public Works and Development was approved during the 2025
budget period to establish a new Oil and Gas Inspections Program (BP #7223). This budget package included the purchase of a Teledyne FLIR GX320 Optical Gas Imaging Camera. This camera is designed to detect hydrocarbons, methane, and other Volatile Organic Compound (VOC) emissions from multiple stages of the oil and gas supply chain. This camera can measure leak type and severity inside the camera. A fixed asset number (303886) was assigned to this camera with Budget Package #7223 for 2025.
This camera is OOOOa certified meaning it complies with the EPA's New Source Performance Standards (NSPS) Subpart OOOOa, which regulates methane and VOC emissions from newly constructed, modified, or rebuilt sources, indicating that they adhere to certain emission criteria for reducing air pollution from oil and gas activities, especially with relation to leak detection and repair techniques. This camera is also ATEX (Atmospheres Explosives) compliant meaning that the product has been tested and approved to be safe to use in potentially explosive environments.
