Judicial Services is requesting the Board of County Commissioners (BOCC) approve and authorize the Chair to sign the renewal of an Intergovernmental Agreement (IGA) between Arapahoe County, Douglas County, Elbert County and Lincoln County to allow community corrections clients referred by the 23rd Judicial District to be placed in community corrections programs in Arapahoe County.

Background and Discussion: Community Corrections plays a vital role in diverting individuals from prison and supporting their transition from the Department of Corrections back into the community. The 23rd JD, which includes Douglas, Elbert and Lincoln Counties, currently does not operate a community corrections program. On January 28, 2025, the BOCC approved an IGA, Resolution No. 25-065, allowing the Arapahoe County Community Corrections Board (ACCCB) to screen referrals and place individuals from the 23rd JD in community corrections facilities located in Arapahoe County. This agreement was effective for a period of one (1) year from the date of execution. The original IGA expired on March 3, 2026. At a study session on April 7, 2026, the BOCC approved moving forward with renewal of the IGA. The new IGA has been approved and signed by Douglas, Elbert and Lincoln Counites.
Alternatives: The BOCC can choose not to renew the IGA. The 23rd JD would not have access to community corrections programs in Arapahoe County to meet its immediate community corrections needs.
