The Sheriff's Office requests the Board of County Commissioners to authorize the Chair to sign the first amendment to the MOU with the Jefferson County Child Abduction Response Team for participation in the North Central Colorado Regional (NCCR) Child Abduction Response Team (CART).

Background and Discussion: The NCCR CART was formed in 2011 and initially consisted of members from the First Judicial DA's Office. Since then, members from more than 15 additional agencies have joined together to respond swiftly to child abduction incidents across the metro area. From prior experience, metro agencies have learned it takes a vast amount of resources and expertise to ensure the safe recovery/return of an abducted child. CART units are utilized throughout the nation and are deemed to be "best practice" for child abductions by Team Adam, National Center for Missing and Exploited Children and the Federal Bureau of Investigation. Membership in this unit would provide us with an invaluable resource in the event our agency responds to a child abduction call in our service area.
Fiscal Impact: Membership in NCCR CART has no fiscal impact to the agency aside from duty time we would incur by sending a member of our agency (one investigator at this time) to assist with metro area child abduction calls.
Alternatives: The alternative is to deny this request. Doing so would mean that we would handle these cases on our own and/or with mutual aid assistance that we would receive from neighboring agencies.
