Purpose and Recommendation:

Adoption of a resolution granting the Department of Open Spaces authorization to expend funds to purchase the necessary ROW for sidewalk/trail improvements along the south side of Florida Avenue between Uinta Way (Longs Pine Grove Park) and Parker Road. The funds include $105,000 for the purchase of three separate properties along with reimbursement of the property owner’s appraisals in the amount of $13,500 for a total expenditure of $118,500.

This item was presented to the BOCC in study session on April 21, 2020.

The Long’s Pine Grove Open Space Park has been approved and construction is complete along the south side of Florida Ave. between South Uinta Way and the High Line Canal. In the Land Use approval process for Long’s Pine Grove. The County Technical Review Committee concluded and required: “The proposed sidewalk/trail on the north end of the site is not necessary because there is no sidewalk/trail to connect to west of the property along E. Florida Ave. Instead, a sidewalk/trail needs to be installed along the south side of E. Florida Ave from the property to S. Parker Road.  Curb ramps need to be installed at the southwest and southeast corners of the intersection between E. Florida Ave. and S. Uinta Way.  This requirement was memorialized on the approved and signed Location & Extent Plan. The purchase of the right-of-way is necessary to complete the project.

 

Discussion:

The construction plans have been completed for an eight foot (8’) wide sidewalk/trail and associated retaining walls to complete the connection explained earlier.  Right-of-way acquisition is necessary to complete the project. 

 

Alternatives:

Without the acquisition of the right-of-way the project cannot be constructed and would need to be abandoned. This would leave a gap in an important bike and pedestrian link as shown in the Bike and Pedestrian Master Plan. 

 

Fiscal Impact:

The total cost to secure the necessary ROW is $105,000 and $13,500 for the owner appraisals for a grand total of $118,500.  Arapahoe County Open Spaces Acquisition and Development funds will be used for the costs. The fund balance exceeds this amount
