Request for the Board of County Commissioners approve the resolution for the 2021-2026 Multi-Hazard Mitigation Plan.

Background and Discussion: The plan identifies natural and human caused hazards and the people and places at risk across Arapahoe County. It also identifies locally implemented actions and measures to reduce or eliminate long-term risk from natural and human caused hazards and their effects. The overall objective of the plan is to coordinate mitigation measures throughout the county. This Plan will serve as a blueprint for coordinating and implementing hazard mitigation policies, programs, and projects in Arapahoe County. The Federal Emergency Management Agency (FEMA) and the Colorado Division of Emergency Management approved this plan in 2015. The plan states that it should be updated every 5 years, and in accordance with that requirement, this 2021 plan is the updated version. This plan does obligate the adopting agencies to attend meetings and consider mitigation actions listed in the plan in long-range planning or after a disaster. It encourages the participating agencies to review the plan every year, and revise it every 5 years. This Plan was also developed to maintain Arapahoe County’s and participating jurisdictions’ eligibility for federal disaster assistance, specifically the Federal Emergency Management Agency’s (FEMA), Hazard Mitigation Assistance (HMA) grants including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Building Resilient Infrastructure and Communities (BRIC) grant program, as well as the Rehabilitation of High Hazard Potential Dam (HHPD) grant program. Lastly, the plan, once adopted by Arapahoe County will be presented, once again, to the Arapahoe County Planning Commission for adoption by reference into the County Comprehensive plan to ensure a mitigation focus on future development.

Fiscal Impact: There is no monetary cost to adopting the plan. There are numerous grants available to participating agencies that link grant requests to goals identified in this plan.
