Purpose and Request:

This MOU is between Arapahoe County and the Colorado State Department of Human Services (CDHS) for Fiscal Years, 2021- 2022, 2022-2023 and 2023-2024 (three years) and identifies the County’s duties and responsibilities in implementing these programs.

 

The Department of Human Services seeks direction for approval of this MOU from the BoCC.

Background and Discussion:  Colorado Revised Statute (C.R.S.) 26-15-715 requires the Colorado Department of Human Services (CDHS) to enter into an annual performance contract with each county to identify its duties and responsibilities in implementing the Colorado Works/TANF Program and the Colorado Child Care Assistance Program (CCCAP).

 

County Commissioners, County Attorneys and County Human Services Directors have previously met with CDHS officials to reach an agreement on the language for the Colorado Works/CCCAP MOU. The agreement has been reached and the MOU is ready for BoCC signature.

 

Overall, the changes to this MOU are merely technical changes and the terms of the MOU remain legally and practically the same. The previous MOU expiring June 30, 2021 was extensively rewritten in a collaborative process between the State and counties prior to signature in 2018. Due to those efforts, only minor, technical clean-up changes were made.
