Purpose and Request:
recommended action
The North Central All-Hazards Region (NCR) requests approval to purchase four Rigaku Raman Handheld Chemical Identifiers through FarrWest Environmental Supply, Inc. These devices provide an upgraded chemical detection capability for the Region's HAZMAT (Aurora Fire, Adams/Jeffco Hazmat, and Boulder County Hazmat) which provide HAZMAT and decontamination response to the 10-County Metro Region.
Request the Board of County Commissioners adopt a resolution approving a Select Source waiver of the County Purchasing policy authorizing the purchase of four Rigaku Raman Handheld Chemical Identifiers from FarrWest Environmental Supply, Inc. in support of the North Central Region HAZMAT teams.

Background and Discussion: The Regional Hazmat Committee membership has identified the Rigaku Raman Handheld Chemical Identifier Device as the preferred device due to the following reasons: The Rigaku CQL is a state of the art device that includes the most advanced library of chemicals available for detection. The Rigaku CQL is already in service with one of the Regional Hazmat Teams and has been deemed as the operationally preferred device for HAZMAT response incidents. Acquiring the same device for other teams will create and maintain interoperability between the Regional HAZMAT Teams.
